This position serves our partners at the Minnesota Climate Innovation Finance Authority (MNCIFA). MNCIFA is a publicly accountable financing authority, commonly known in other states as a “green bank.” The goal of MNCIFA is to ensure all Minnesotans share the individual and economic benefits of clean and renewable energy, particularly in low-income communities, environmental justice communities, and communities in which fossil fuel electric generating plants are retiring. MNCIFA was created by state law in 2023. This position will be part of the MNIT Commerce team. MNIT Commerce staff support energy and telecom regulation and permitting, bank and insurance regulation, and work on regulatory issues around Minnesota’s energy sector. The MNIT Commerce team also supports the Commerce, the Public Utilities Commission, and two small boards.
Job Summary
This position will work with the newly created Minnesota Climate Innovation Finance Authority (MNCIFA) to make sure they have the IT resources they need, to set up IT systems needed to interact with their constituents, and to track and report on the work of the authority.
Position duties will include:
- IT project management
- Business analysis
- Request For Proposal and procurement processes
- Vendor contract management
- IT Ticketing system management
This position exists to formally project manage the development, enhancement or retirement of complex information technology & business area solutions, systems, processes and services delivered on a statewide basis. Included are technologies that span the complete spectrum of IT systems, solutions and processes to support, and enhance foundation infrastructure, services, systems and enterprise software applications.
The incumbent will be the focal point for project initiation, planning, execution, control and closure using industry best practices for service/systems creation and development and generally accepted standards outlined in the Project Management Body of Knowledge (PMBOK) and by MNIT.
The incumbent ensures quality and consistency across multiple projects in the use of project planning, scheduling, scope and risk management, status reporting, change control, issues resolution and other project management controls and practices. The end goal of the position is the successful delivery of projects in a consistent and documented manner.
- Telework for Minnesota IT Services is available on a limited basis.

This position requires a minimum of four (4) years of experience in performing IT project management functions.
Experience must include:
- Experience reporting on project activities during all phases of the project lifecycle.
- Experience to include managing all aspects of the design, development, and implementation of IT projects.
- Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties.
- Customer service skills that include active listening, empathy, and problem-solving.
A master’s degree in Information Technology or an IT related field substitutes for three (3) years of experience, OR an IT related bachelor’s degree substitutes for two (2) years, OR an IT related associate’s degree substitutes for one (1) year.
Preferred Qualifications
- Ability to lead Request For Proposal (RFP) and procurement processes and manage the resulting professional & technical contract(s).
- Experience working with vendor products, configurable products, commercial off-the-shelf (COTS) and/or Software as a Service (SaaS) product implementations including developing budget estimates, serving as an expert on licensing, creating financial plans and Return on Investment (ROI) models that explain the cost of adopting a software solution.
- Ability to facilitate group discussions that drive decision-making as well as basic business analysis practices and tools.
- Experience with implementing software solutions from procurement to user adoption, including requirements gathering, iterative building, user acceptance testing, and change management.
- Ability to collaborate with diverse teams, to motivate and develop team members, promote and acknowledge team accomplishments, and resolve interpersonal conflict.
